Rudolphy’s building at 3827 Powelton Avenue, Philadelphia, houses two programs: one is a purely residential apartment rental program, while the other is a program which offers an array of assisted living services. Eligibility for the residential program means automatic eligibility for the assisted living services program, but participation in the latter is voluntary. To be eligible for occupancy under the residential program, income must not exceed 50% of the median income for the Philadelphia metropolitan area, and the applicant must be an individual or family with a disability (as defined by HUD regulations). The disability need not necessarily be vision-related, although the building has been specially designed for those with vision impairments and related disabilities. The right to occupancy is established by entering into a lease agreement that includes a rental subsidy. Residents are genuinely free to live independently, and have both the freedom and responsibility to choose the assistance that they desire and need to lead a life which is as independent as they can manage.
